The *.scad files are in a programming language called OpenSCAD which is my primary tool for 3D model design. It's much more of a user-facing language than PostScript. It's also maddening (both the language design, and the many many bugs in the implementation).
Yes, there are places which will 3D print things for you. I haven't used any so I can't recommend one. They're, generally, not particularly cheap. Or, you may find that there is someone near you who has a 3D printer. In Finland they have 3D printers in public libraries :-).
