I agree with this, but this is a very development focused rant. In other spaces tools like: https://github.com/puppetlabs/r10k and ansible-galaxy should also be mentioned. Switching from submodules to r10k was a transition from bizarre incantations with unknown unexplained side effects to something coherent I could explain to management in short sentences.
